Enbridge Technology Inc. (ETI) builds on the experience and expertise of Enbridge Inc., owner and operator of more than 86,000 km (53,000 miles) of pipelines and distribution networks. ETI is the consulting division of Enbridge Inc. Our mission is to provide solutions for challenges experienced by the oil and gas pipeline industry worldwide. ETI collaborates with its clients to identify and understand operational challenges, make objective recommendations based on industry best practices, provide resources for implementation, and plan for long-term support.
The majority of ETI's personnel come from the different operating divisions of Enbridge Inc., (Enbridge Pipelines, Enbridge Gas Distribution, etc.). Our staff members have extensive work experience from an actual pipeline operations environment, which uniquely positions us to understand our customers’ challenges and expectations.
ETI accomplishes its mission in one of two ways. Smaller projects are generally managed and resourced entirely by ETI personnel. Larger and more complex projects are managed by ETI personnel and staffed by specialists who are seconded from other divisions of Enbridge. Our ETI office is located in Edmonton, Canada, which means that we are in close proximity to approximately 1600 pipeline operations specialists who provide critical support to our consulting projects. We also employ the services of highly qualified external consultants when it is not possible to staff a project entirely with Enbridge resources.

Mr. Lino Luison is the Vice President, International - a position he has held since March 2013. In this role, Mr. Luison has overall accountability for the International business unit, including responsibility for business development, project management and operations for all international initiatives covering all energy platforms (liquids and natural gas pipelines, wind, solar, etc.). He also has overall responsibility for the operations of Enbridge Technology Inc.
Prior to assuming his present responsibilities, Mr. Luison was VP Financial Partnerships in the Corporate Development and Planning group, responsible for the development of partnerships and other co-investment opportunities involving pension funds and other financial entities, as well as management of certain financial vehicles for Enbridge Inc. In that role, Mr. Luison was also responsible for pursuing and executing Enbridge’s initial investment in the power transmission sector. Prior to that role, Lino served as VP Corporate Development from February 2007 to April 2008 and as VP of Opportunity Development for Enbridge Gas Distribution in Toronto from December 2004 to January 2006.
Mr. Luison has a Bachelor of Arts degree (Honors, Economics) from McMaster University and a Master of Arts degree (Economics) from the University of Western Ontario.
Mr. Bill Trefanenko has over 35 years of experience in the oil and gas pipeline industry involving engineering design, construction, project management, operations, integrity and rehabilitation, maintenance, and management in owner/ operator and engineering consulting companies. He is currently Director of International Operations, and is responsible for the operation of Enbridge Technology Inc. Bill also gets involved in business development activities to advance the company’s equity interests in pipelines and facilities outside of North America. Mr. Trefanenko has significant experience in the international arena, having worked and lived in Argentina, Brazil, Mexico and Malaysia as well as having worked in many other countries.
Mr. Trefanenko holds a Bachelor of Science degree in Mechanical Engineering from the University of Alberta, and is registered as a professional engineer in the province of Alberta.
Phil Michailides is our Senior Manager, Technology Transfer and has 24 years of varied petroleum industry experience. His career exposure includes pipeline operations, engineering, project management, technical analysis/support, strategic sales/marketing and management.
Prior to joining Enbridge Technology Inc., Phil was the operations manager of several pipeline systems and their respective control centers. He has also managed various pipeline integrity and rehabilitation projects, and participated in several pipeline due diligence investigations across North America, South America and Europe.
Phil holds Ph.D. and M.Eng. degrees in Engineering Management, and a B.Sc. degree in Petroleum Engineering, all from the University of Alberta, and he is registered as a professional engineer in the province of Alberta.
Michael McManus is our Senior Manager, International Engineering, and has over 25 years of experience in the oil and gas industry. Mike has diverse work experience and expertise in the areas of project management, business development, pipeline integrity management, pipeline design, construction, operations and maintenance (O&M). Prior to joining Enbridge International in 2000, he worked for two of the leading natural gas transmission companies in Canada (NOVA and TransCanada).
Mike's international work experience includes performing pipeline feasibility studies, conceptual design, project planning, O&M reviews, asset evaluations, benchmarking, technical due-diligence studies, project management, and provision of other pipeline-related advisory services to numerous pipeline projects throughout the world.
Mike holds a Bachelor of Science degree in Mechanical Engineering from the University of Calgary and is registered as a professional engineer in the province of Alberta.

The Pipeline and Hazardous Materials Safety Administration, or PHMSA, is a U.S. Department of Transportation agency. It was created under the Norman Y. Mineta Research and Special Programs Improvement Act (P.L. 108-426) of 2004. PHMSA develops and enforces regulations for the safe, reliable, and environmentally sound operation of the nation's 2.6 million mile pipeline transportation system and the nearly 1 million daily shipments of hazardous materials by land, sea, and air.
